2020/21 FANNIN COUNTY LITTLE DRIBBLERS TEAM AND REFEREE GUIDELINES

PRE K – KINDERGARTEN RULES
Ball Used: Junior Size Ball (size 27.5)
Goal Used: Portable or drop down goal with a height of 8 feet
Players: A team should have five players on the court for the game. A team may start and/or continue a game with only four players. Having less than four players will result in a forfeit.
Techniques and Fundamentals for this age group:
1. Basics of Dribbling
2. Passing properly (sharing the ball with teammates)
3. How to shoot the ball (helping with hand placement and getting set when shooting)
4. Basics of Rebounding (showing that the play is not over after shooting)
5. Basics Defense (where to set up and what happens after the ball is shot)
6. Teamwork
Rules: (UIL rules will apply with these exceptions)
· Each period will run for 6 minutes. The clock will run continuously except for a small stop for subs at the 3-minute mark.
Intimidation Rule
· Teams MUST play zone defense. When a team is on defense they MUST remain inside the lane. Coaches on the court should ensure this rule is followed.
· No full court press will be allowed in Pre-K – Kindergarten games.
· Each player must play a minimum of 3 minutes per half. If a coach is found in violation of this rule the team will forfeit the game. If the same coach is found in violation of this rule in a second game, that coach will not be permitted to coach for the remainder of the season. A new coach must be found for the team.
· Coaches will be allowed on the court, one coach from each team. Coaches will be expected to abide by the rules. Grievances should be filed with the Director of “Your Schools” admin or Red River Hoops (Redriverhoops.com).
· The team on offense can shoot from anywhere in bounds at their own risk. Once the ball is shot, team players may go inside for the rebound. If the team on offense gets the rebound, the shot may be made from anywhere.
· Keeping Score and switching sides at halftime is up to both coach’s agreement before the game begins. Fundamentals are the primary focus at this level.
· It is not necessary to keep books for the games with player or game information.

1st AND 2nd GRADE RULES

6. Defense
7. Teamwork (the team cooperates with all players, not all star)
Rules: (UIL rules will apply with these exceptions)
· Each period will run for six minutes. The clock will run continuously.
· Only one 45 second time out per half.
· When a team is on defense, they MUST remain inside the 3-pt arc.
Coaches should ensure this rule is followed.
* Excessive stalling outside the 3-point arc will not be allowed. When a team is on offense, the team must try to score. The offensive team will have 10 seconds to engage the defense inside the arc and continue its pursuit to score.
· Each player must play a minimum of 3 minutes per half. If a coach is found in violation of this rule the team will forfeit the game. If the same coach is found in violation of this rule in a second game, that coach will not be permitted to coach for the remainder of the season. A new coach must be found for the team.
· One coach can stand to coach, but must stay in coaches box.
· Coaches should be teaching what fouling is at this age and that they will be called for pushing, shoving, and slapping or hitting the opponent when trying to take away the ball. This principle should be understood by each player.
· No full court press or double teaming.
· Coaches will decide who is going to bring the ball in first before the game starts. The opposite team will bring the ball in after halftime.
· Keeping Score and switching sides at halftime is up to both coach’s agreement before the game begins. Focus on fundamentals is a priority at this age.
· It is not necessary to keep books for the games with player or game information.
** RULE **
This age will have one RRH certified ref on the floor. Out of bonds, illegal defense, fouls, and excessive “bad” ball handling that are used for a team’s gain will be called at this age. No free-throws just place ball in play at the top of the three-point arc.
3rd AND 4th GRADE RULES
Ball Used: Woman’s regulation size ball (28.5)
Goal Used: UIL Regulation Height Goals
Players: A team should have five players on the court for the game. A team may start and/or continue a game with only four players. Having less than four players will result in a forfeit.

2. Passing properly

· Only one 45 second time outs per half.
· Full court pressure will be allowed during the 4th period only. Full court press at any time other than the 4th period will result in a team foul.
No Double Teaming at this level of play – except for during full court press.
Double Teaming
Per the meeting agenda, rule for no double teaming for grade level ¾ teams was clarified. Discussion was conducted and all in attendance agreed to no double teaming outside the 3-point line and that inside the 3-point line is called “Help side defense”
· If a team is ten or more points ahead, full court press may not be used.
· The clock will run continuously if one team is ten points ahead.
· Each player must play a minimum of 3 minutes per half. If a coach is found in violation of this rule the team will forfeit the game. If the same coach is found in violation of this rule in a second game, that coach will not be permitted to coach for the remainder of the season. A new coach must be found for the team.
· Score and fouls will be kept at this level of play. If you would like a parent to record player information for the coaches’ record, it is okay.
5th AND 6th GRADE RULES

10. Teamwork (the team cooperates with all players, not the all-star)
Rules: (UIL rules will apply with these exceptions)

REFEREE GUIDELINES:
Each host site of Little Dribblers’ games must have 2 RRH certified referees per game (3rd to 6th Grade games). All Little Dribblers’ Referees should be 18 years and older. Each host school MUST have at least one current UIL/TASO referee. If this cannot happen, please contact the Little Dribblers president.
The Pre-K, 1st & 2nd grade division must have one RRH certified ref on the floor. He/she is responsible for calling out of bounds, illegal defense, excessive “bad” ball handling and fouls. No free throws will be shot at this level. Play will resume at the top of the key if a violation or foul occurs.
Site Administrator
RRH – Each event will have a site administrator appointed to handle any situations outside the “lines of play”. Referees must know who the site administrator is at each location. Refs are not to handle ANY issues outside the lines of play. Refs are to inform the SA (Site Admin) if there is an issue. RRH would like to see 1 uniformed law enforcement officer at each hosting site.
The referees must control the game and can ask to have anyone one removed on school property. The referee is the authority on the court. School Representatives will need to remove a parent that gets out of control or that the ref asked to remove.
Poor sportsmanship coming from any player or coach will result in a technical. The second call is automatic ejection from the gym.
Any threats made towards players, coaches, referees, or scorekeepers will be an automatic ejection from the gym.
Coaches Conduct
FCLD (Fannin County Little Dribblers) Coaches should exemplify essential elements of character building and ethics in sports such as sportsmanship, trustworthiness, respect, responsibility, and fairness. The highest potential of sports is achieved when competition reflects these pillars of character.
Poor sportsmanship coming from any player or coach will result in a technical. The second call is automatic ejection from the gym.
Any threats made towards players, coaches, referees, or scorekeepers will be an automatic ejection from the gym.
Ejections
Any player who has a crowd member or team coach (parent, grandparent, or guardian of player) ejected from the game will be subject to the ejection protocol:
Youth sports are a game designed for your enjoyment and recreation, so play to please you and have a good time. Learning how to play sports and participating is more important than winning and losing. Who you are as a person and how you measure your athletic ability does not depend on your wins and losses. Some kids grow faster than others and some have better coordination earlier than others, be patient, eventually everyone catches up. Support and respect other athletes and your coaches because everyone is working hard and giving their best. THE MOST IMPORTANT THING IS TO HAVE FUN AND BE A GOOD SPORT!!!
I agree to the following rules and disciplinary actions. I understand that if I violate these rules that the disciplinary action for that specific incident is immediate and if needed will be determined by a special meeting of the Fannin County Little Dribblers. The following are strictly prohibited from all Fannin County Little Dribblers events.
Ideally, well organized youth sports programs provide a safe, wholesome environment where children can enjoy their spare time and sports experience. Desirable outcomes of this experience include having fun; the development of sound character, self-esteem, confidence, friendships, trust; and the accomplishment of goals.
Unfortunately, not all children have a positive experience in youth sports programs. Emotional abuse occurs when a parent treats a child in a negative manner in which impairs the child's concept of self. This is the most common form of maltreatment in youth sports. Examples include rejecting; ignoring; isolating; terrorizing; name calling; making fun of; putting down, saying things that hurt feelings; and/or yelling.
I therefore agree:
1. I will not force my child to participate in sports.
2. I will remember that children participate to have fun and that the game is for youth, not adults.
3. I will inform the coach of any physical disability or ailment that may affect the safety of my child or others.
4. I will learn the rules of the game and the policies of the league.
5. I (and my guests) will be a positive role model for my child and encourage sportsmanship by showing respect and courtesy, and by demonstrating positive support for all players, coaches, officials and spectators at every game, practice or other event.
6. I (and my guests) will not engage in any kind of un-sportsmanlike conduct with any official, coach, player or parent such as booing and taunting; or using profane language or gestures.
7. I will not encourage any behaviors or practices that would endanger the health and well-being of the athletes.
8. I will teach my child to play by the rules and to resolve conflicts

Organization Play Day Rules
Age Group Regulations
3/4th grade: UIL Rules will apply to these age groups. Games will be played in 12 minute half with a running clock. Clock will stop in the last two minutes of the final half for every whistle if the point spread is within 9 points or less. Pressing is not permitted. Untied shoes is automatic substitution for that player. Coaches will receive (2) time outs per game. 1 free shot for 2 or 3, and shoot and 1's, we do shoot the And1. Shoot bonus fouls after 7.
5th/6th and 7th/8th grade: UIL Rules will apply to these age groups. Games will be played in 12 minute half with a running clock.
